After transitioning from Universal Analytics to GA4, my 'All users' audience count is displaying an inaccurate value, indicating only 1 user. Interestingly, this issue seems to be limited to a particular project, as all my other projects are functioning as expected.

Your 'User-ID' in Universal Analytics might not be properly configured. You must either remove it or set it up correctly. Also, you can review all the Google Tags on your website (there might be more than one associated with 'User-ID' and be triggered). Once you address both of these matters, the 'All Users' audience should record data accurately.
